Job Description
* Establishes sources of supply and solicits competitive quotes for complex supplies for Government Programs
* Prepares complex solicitation templates and coordinates terms and conditions for the procurement of materials, equipment, systems, and services.
* Performs detailed analyses and evaluations of supplier capabilities and proposals in order to determine ability to perform to requirements.
* Negotiates all requirements with major suppliers. After subcontract award, administers the procurement until final delivery and subcontract closeout.
* Coordinates the activities between the supplier and internal technical personnel to resolve issues that may arise during subcontract performance.
* Supports Government and internal and external company audits.
* Reviews and includes Government flow down terms and conditions in solicitations.
* Authors special clauses and terms and conditions to meet unique contractual requirements.
* Provides advice to management and other functions on complex subcontract requirements and compliance with Government acquisition regulations.
* Communicates contractual risks to company and functional management. Proactively recommends and implements risk mitigation solutions.
* Creates and maintains strong and effective relationships with internal and external customers and suppliers.
* May be required to support affiliated companies at other company locations based on workload.

Job Requirements

Requirements:
o   B.A./B.S., in Business Administration, Economics, or a related field.
o   Minimum 8 years experience required in federal government program subcontracting.
o   Must have a thorough knowledge of federal government procurement policies, subcontract requirements, standard clauses, and management techniques.
o   Substantial knowledge required of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and/or NASA FAR Supplement (NFS).
o   Experience required in Contractor Purchasing System Reviews (CPSR).
o   Extensively familiar with all major contract types: CPFF, T&M, Labor Hour, FFPLOE, and FFP
o   Proficient in Microsoft Office, specifically, Word, Excel, OneNote, and PowerPoint.
o   Must be capable of guiding less experienced Subcontracts Administrators and Buyers.
o   Must be able to multi-task and support multiple concurrent requirements for different internal customers.
o   DoD SECRET level clearance preferred but not reqiured.
