Reviews construction drawings, engineering reports and calculations for conformance to building
codes and standards; conducts related field inspections.
Reviews construction design drawings and related calculations and engineering reports for
compliance with building codes and standards, local ordinances and state laws. Provides written
responses to permit applicants and meets with applicants for clarification of review comments
and verification of corrections. Approves corrected construction design drawings and related
reports for permit issuance.
Performs project and construction management work, including but not limited to permitting
processes and construction phases.
Attends pre-submittal design review meetings on behalf of the Building & Safety Division.
Assesses feasibility of proposed designs.
Interacts with representatives of other City Departments and Divisions, outside agencies, local
community groups and the general public.
Provides assistance at the public counter.
Advises assigned staff on plan submittal, routing and record requirements, proper fee
determination and approval status for permit issuance.
Provides information to the public about Division policies and procedures related to permit
issuance and plan reviews.
Creates public information documents and presentations using applicable software programs
and City database programs.
Performs other related duties, as assigned.
Knowledge of:
Principles, practices and methods of architecture, civil, electrical, and mechanical engineering
and related disciplines.
Building construction procedures, practices, methods and materials.
Green building and sustainability theory and applications.
Project management techniques.
Effective customer service techniques.
Ability to:
Read, interpret and understand construction drawings and specifications and apply building
code and standards to designs.
Perform engineering computations and analyses to verify conformance to acceptable building
codes and standards to designs.
Prepare calculations to support engineering designs in accordance with applicable codes.
Prepare clear and concise written and oral reports and recommendations.
Interpret and apply policies and regulations.
Communicate City policies in a courteous and effective manner. Resolve conflicts and effects
solutions to problems.
Provide effective customer service.
Establish and maintain effective and cooperative working relationships with City employees,
private businesses and the general public.
Skill in:
Using a personal computer and applicable software applications.
Working effectively with persons from diverse social, cultural and economic backgrounds.
Education, Training, Experience:
Graduation from an accredited college or university with a Bachelor's degree in Architecture,
Civil, Structural, Electrical or Mechanical Engineering or a closely related field. One year of
recent, paid work experience in Architecture, Civil, Structural, Electrical or Mechanical
Engineering is desirable.
Licenses and Certification:
Possession of a valid Class C driver license. Registration as an Engineer-In-Training (E.I.T.) with
the State of California is highly desirable.
